wow that sucks whats funny is after his car gets wrecked he gets out and it happens again. does anyone know what would cause the storm drain to do this?

It was during a storm. Think of it as a small tsunami where a energy wave moves through the water. The raised sea level gets forced though the opening in the ocean to the sewer.
