I think you're right, zmatt.

I also think that Google is just trying to get as many apps out there are possible and get people using them. Getting lots of users is the first step to making money from your products. Nobody has quite figured out how to make loads of money from free stuff like Facebook, Twitter, etc. but once they figure out a model that works, then it'll be instant, huge profits, so they want as much stuff out now as they can. It'll move past Beta once it becomes profitable, I'm sure.
