Very much so, Consider what he is like when he is on the base star, he is asking if he is a cylon an hoping desperately that he is as this would mean that he betraid no one and was working for his own people all the time. Also he has expressed remorse an sadness for what happened on New Caprica.
The lines i quoted above are nearly a 100% match for what is said in the episode
Taking a break from all your worries. If you watch that episode an then compare the diolouge between Adama, Rosline, an Baltar you will see that what the 1st hybrid talks about is what is happening to baltar an also why he talks about. The cylons believe in a mono theistic religion an he when talking about god's is normally using the singular rather than the plural (there are exceptions to this when he is talking abut the pytian scroles an while talking about the historical refferances to earth) a prime example of what i am talking about can also be taken from Takeing a break from all your worries:

"She... Caprica Six... she chose me. Chose me over all men. Chosen to be seduced, taken by the hand. Guided between the light and the dark. But is she an angel, or is she a demon? Is she imaginary, or is she real? Is she my own voice, or the voice..."

Now in the two an a half years since the original attack on the 12 colonies he has been exposed to the virtual caprica 6, this has led him to become more open minded, this was first seen in the season one episode "The hand of god" where she tell him god will guide his hand. He is sceptical of this untill he make what he belives to be a random guess at where the Tillium settling tanks are an is right on the money, after that point he is still questioning the reality of the cylon god but is far more open to it, and by the begining of season 4 is nearly a religious figure. People are asking him for blessings, asking him to lead prier sessions, ect now this is where things get a little complicated.
So far we have seen the various cylon human models display various traits all the leoben models are religiously retrospective an have blind faith, All the Diana models are more of the angry willing to nuke anything that moves type, the cavil's are the atheist who is more likely to tell the other cylons to **** off, Doral is more of the pencel pusher who dose things by the numbers an has planning skils, Sharron models are some what undecided in charicter but tend to be the moral compass (albeit a little skewed) Simon's are the care givers normaly seen in a scientific or medical role. Six's are a Wild card that fill roles that are needed on the fly.
The Current four of the final five that we know of seem to fill missing roles in the human cylon society, Anders seems to be the one who is going to fill the role of a leader as the cylons do most things by a vote this could be a huge leap forward in there cultural development. Tyrol is going to fill in the spot of the gerneral worker as this is missing in the human cylons this role is filled by the mechanical cylons (there is a roumor floating around that there is a cylon vs cylon revolt in the episode Look who is coming to dinner where the mechanical cylons learn to work around the AI inhibiter's that the biological cylons forced upon them) this is either down to the biological cylons scrapping the mechanical versions or separating from them. Tory foster is going to ocupy the role of the practical thinker (Doral is differnt you will see why) as she has the ability to think outside the box to get things done. Now The exception to the rule is Saul Tigh he is a replacement for Diana as the warrior amongst the current cylons, as diana was boxed (her consciousness put into cold storage) in unfinished business.
Baltar will be filling in the role of creator, he has on numerous occasions shown he can create new equipment an find solutions to problems the cylons would normaly just ignore or spend years thinking up a solution to. Wheather or not the ability to things might be down to the link he is supposedly developing to god.
