I only know 2 people other than myself who have downloaded over 75gb of data a week an they are members of the local linux user group. We all decided to get every copy of every distro available an we did it too it's on impressive collection of disks we have (we got the legacy copys as well).
Oddly in the UK virgin is the only one i know of that dosent have a download limmit I have seen some people with the baselin 4mb packadge complain but they are also the people who claim that technology moves to fast an the laptop they baught 4 years ago that was out of date then is still a highly valued paper weight.
But yhea there is no real reason why bandwith needs to be throtteld at all when it's on a standard fixed line connection I can possably see it if there was a very limmited connection like a 3g mobile line. The only reason they do it is to milk you. Seriously if i had the money i would start a cable ISP that A gives you the fastest speed possable with your technology B dosent cap you on bandwith C charges a fair price.
