Not all torrents are illegal, and not everyone has access to install software. This uses a website to do what a client would. It's not as good as an installed client, but it is better than nothing.

utorrent sux it is pwned by the mpaa, azureus is resource hog, utorrent 1.6 and lower is ok for torrents, Grabit is easiest for Newsgroups

Yep loads of things are legal to share by torrents such as Linux distribution's, free music, Game demos, Free software and much much more.
