I just started using one, much better speeds.

I pretty much download everything from torrent or irc so no

Nope, but I do get about 1.3MB/s from a good server

I use free download manager....works good at places like naruto fan with signed in downloads...seems to give me better and consistent speeds as well

Very rarely...usually only if I'm downloading something from a korean server while using a proxy. When and/or if I do use one then I use the free download manager aswell.

10mbps down would be nice...of course within about a year fiber optics 15mbps/2mbps will become available for the same price I'm paying for 3mbps/256kbps right now ....of course by then I think I will be in student housing up in seattle which BEST have good connections otherwise I'm bombing the school
