this comes in real handy , what it is its a proxy that hides your Ip address , now i dont know if it works on Dynamic Ip addresses but It works on Static 100% because im using it right now. Here is the Download Page and heres a video clip where you can get some pointers

what you do is you install the package, choose a proxy server, and set up your browser to the proxy setting .
