It's obvious that this fake alert is the spyware itself. It's a red shield with a white X on my taskbar and it pretends to alert me.

I've tried numerous ways to remove it.

I went into safe mode, scanned with Spybot, Adaware, and Spyware Doctor. I went to services.msc and removed ipmon.exe, went to the task manager and removed ipmon.exe, manually removed ipmon.exe and I removed it with Hijackthis.

It still came back.

I don't know what to do to remove this.

Thats the windows security alert telling you that your either missing a firewall, anti-virus or that you have automatic updates turned off.
