Default iifecca.dll - can't remove it, NOD32 says its bad?

Ok so I ran Spybot Search & Destroy, Adaware, and NOD32 and NOD32 keeps saying this file in my system 32 folder iifecca.dll is bad. I try to delete it, it says it has to reboot to do so because it is in use, but when I reboot it just starts over again saying how it is bad and I must reboot.

I went into Safe Mode to try and delete it, ran KillBox to try and delete in and out of safe mode, and tried to manually do it in and out of safe mode and NOTHING. This file won't go away. Is it actually bad? So far, I'm not noticing anything bad happening really, but I won't know till my computer dies I guess.

Any ideas on how to fix this?

google unlocker >download > install > right click on the file click unlock

Nice, that worked! Now the lag has gone away, but when I deleted the file I got a blue screen of death and I rebooted and everything now seems fine....gonna rum some more tests however.
