I Really need help....

Hi, I really need help
my computer wont even work properly...
Problem is...
1. When my computer double-clicks a program, it will open with Microsoft Frontpage(which wouldn't work) only. I must right-click and open it manually...
2. Secondly, I cannt access into many of the computer settings lke control panel and stuff so its extremely frustrating...
3. Thirdly, i cannot even reboot or reformat my computer or boot from the cd...
This problem is really up
setting... sigh....
Someone plz help me....

1. That is weird, and I've never heard of anything like that.

2. Are you logged in as Administrator when you try to do this?

3. Does it not let you choose "Restart" from the shut down menu choices?
And is your BIOS set to boot from CD?

Yes, it cant boot from cd.
And i dunnoe why....
im sorry if i cant give a better description of my problem coz i m really a noob....

OK, to get yourself into BIOS, hold down F1, F2, and DEL alternately right after you turn your computer on. This should get you into BIOS. If you have to, try holding down just one of these keys as you turn your computer on, and if it doesn't work, restart and try the next key.

Now, look at the top of the screen and see what type of BIOS you have. It will say something like "AMIBIOS" or "PhoenixBIOS". Hit Escape and say OK (or Yes, or whatever positive choice there is), and your computer will boot normally. Postback and tell us what kind of BIOS it is so we can give you more specific instructions on what to do.

I tried booting from bios , but it doesn't work...
but i have sent the pc for repair....
