Question Wrong encoding of downloaded items

I downloaded alot of MP3's form an Arabic site. This site uses some complex scripting method to name the file and get its actual path on the server.
Then, the downloaded files have Arabic names. But my download manager didn't save them on my PC with their Arabic names.
Instead, it gave them strange english names. This is an example: "%D9%85%D8%AD%D9%85%D8%AF %D9%85%D8%AD%D9%8A %D8%B5%D9%88%D8%AA %D8%AC%D8%A7%D9%85%D8%AF %D8%AC%D8%AF%D8%A7.mp3"
I don't know how to revert them to their original names.
I've no key on the translation of each of the generated symbols and its equivalent symbol in Arabic - if exists.
Could anyone help me on this.
