Why do I have to wait to get on net?

When I turn on my pc and logon and double-click sympatico to go on the web, it doesn't go through rite away. Usually wat happens is I have to wait for the desktop to refresh and then when that happens thats an indicator that I am able to connect now. My question is, how can I get on the net rite away without having to wait. I have Highspeed internet access with Bell.

Modem: Efficient Networks SpeedStream 5360 Ethernet ADSL Modem

Would like some input. If you need more info let me know. If my post in not clear lmk.
