Default Torrent upload speed effect download?

Max I can upload is around 80-100kb/s, I normally limit this to 73kb/s (because tutorials say to) .. well my question is that if I further limit upload speeds to say 40kb/s will this effect my download speed by either slowing it down or help to speed it up?

It's ADSL2 connection so max download speeds vary a lot for me..

if you limit your upload speed to drastically though, trackers will take note of that and limit your download speed for a particular torrent they track.

Ah ok, I didn't know that. So if there are 2 lines, then there is really no point in limiting upload speed?

What about with cable? I always get faster download speeds when I turn the upload down, or at least I thought I did.
