Default "pre-loading videos" theory of friends

sooo, my friend has this theory that its possible for videos to be "pre-loaded" i guess, meaning that you load up a website and say you wanted to watch a video, it is already there and does not have to load, it comes up as the website does, i could go on and explain what he meant further, but i want to know what anyone thinks about the possibility of this. i told him that the video needs to be downloaded just like the website and its not possible the way things currently are with the internet.

Still has to load from somewhere, unless you would enjoy having all of the internet on your hard drive...
