Default isp phone book data base settings. need help info

Hi

I am using Bluelight for my isp
Reciently I was forced into their new connection software v7.0
because i have got a new computer
this new version does not have any phone numbers in the phonebook data base that are local to me.

so i was able to open up the phonbook.pbk file and add the two numbers that i was using for many years and up to the day that i switched to my new computer

So anyway i added the phone numbers.

with each connection number there are three records in the data base.
One is the city and the state
one is the phone number itself

My question is what is the third record in each connection number group?

the entries for all the other numbers are of the form
0.xx where x is an positive integer.

examples of entries are..... 0.89|0.88|0.7|0.51|0.73
it seems like all the number are greater then .5
number before the decimal is always a zero
the number never ends in a zero, but there are some 0.7 like I have in the example

Anyone know what this part of the record is and how i should set it?????
