do you guys know what this error message means?

InterScan HTTP Version 3.8-Build_3013 $Date: 01/20/2004 13:22:0038$ Connecting to www.reuters.com: Connection refused

what were you trying to do?

you tried to connect to reuters, but they dont like you so they say screw you we're not letting you in.

prolly a config issue, or overloaded server

so they had hit the max number of connections they could support or it was a config issue.

what kind of the config issue could it be?
