Default Debugging error?

I keep error saying, An exception "runtime Error" has occurred in script. However, no debuggers are registered that can debug this exception. Unable to JIT debug.

and i found this page on google

and my computer doesn't have IIS

where do i get IIS?

Installing IIS on Windows XP Pro

That is how you install IIS.

As for the debugging. What app is crashing? IE, Firefox?

Its not crashing, IE every time i click something, that lil pop-up comes up
