Default Connection trouble

Hey.

Recently my internet connection has been really slow and unreliable.
I am meant to have a connection of 2.3Mbps. I have ran download speed and upload speed tests, and for download speed I'm getting about 101kilobits (my friend on 1mbps connection gets 900kilobits) and upload about 40.

Also, I have tried running BOTH browsers (IE, FF), turning all firewalls, off, etc. My connection sucks when doing anything, although my ping rang, and Route trace are good. Also, sometime's it cannot connect at all to a site, etc.

I am not using a proxy. I have contacted my ISP, and they are no help whatsoever.

I have tried uninstalling the modem. "Sagem Fast 800-840", and it is an ADSL connection, and I am not using a router. I am also on Windows XP.

try to find a tweak for your xp

is yours xp home or xp pro.
for xp home, you need to download something i believe

xp pro
RUN>type GPEDIT.MSC
Computer Configuration>Admin. Templates>Networks>QoS packet scheduler

on the right side, double click Limit Reservable Bandwidth
Enable it, change bandwidth limit 20% to 0%
reboot

also try to unplug your modem for 10-15 minutes
