Default Problem setting up FTP Server

I have added FTP server on my web server (IIS 6, Windows 2003).

All the settings are seem to be correct and I just can't access the ftp folder.

I can access the ftproot folder by entering ftp://myservername on the server

But I can't access the ftproot folder from other computer.
I enter this in the DOS prompt:
c:\ftp localhost
I get Access Denied

I enter: ftp://myipaddress in IE browser,
I get an FTP Folder Error: a connection to the ftp server can't be established.

I have also configured my D-Link router to forward all the ftp requests to port 21

What's going on here. Please help
