Least restrictive ISP hosting service?

I am thinking of putting up a website. possibly a torrent tracker and a site where people cam upload pics that they want to show the world. The peolpe in the pics may nobe have given permission but I was wondering if there was a country where they don't care about these things. Hong Kong? Somewherer in Europe? Also interested in torrent sites as well. Thanks a lot!

Torrents as in Warez??? good luck... illegal everywhere. Just some countries don't have the ability to enforce it.

As far as hosting pictures without peoples permission... anything in asia should fit. Moral question though... why would you want pictures posted without peoples permission... how would you like a picture of you with your pants down on the john posted on the internet.
