The website is going to be a kind of portfolio of all my graphics and wallpapers that ive made etc.

So its not really gonig to require loads of webspace. Not sure about bandwidth .... when someone views a page, does that use up bandwidth?

hmmmm ftp would be useful, must be able to have sql database's ....well at least one i think.

Not sure about anything else. Hosts must be UK ones too and pricing in £'s
And i dont want to spend a large amount of money on it if possible.

If you pay yearly, starting at $70.89 (so about 52.67 EUR, 36.80 GBP, according to xe.com) for a year for 500MB storage space, 15GB bandwidth. There are other cheaper hosts out there, but I doubt you'll find one with comparable support and stability of dynamic content.
