Default All About ISP

This is somewhat to put myself and be aware about ISP.

1. How do ISP works?
2. Can anybody or say a low-class citezen can have his/her own ISP?
3. what governing bodies handles these ISP's or the internet as a whole?

Im planning to venture into web design and development in which i want to work using my own ISP, if it is possible of course. well if not, how can i start with a small web server and host my own site?

creating and/or being your on ISP----- thats beyond me.

hosting your on website, thats pretty easy.

1) you need an internet connection, preferably a static one.
2) make sure this connection can handle your traffic, as in bandwidth.
3) then you need a server (could be almost any computer with a web server)

those are the "very basic" details... There is much more to hosting a "good" website, but yes, its possible.

2. Low Class citizens usually don't have the money to make a ISP company. Its quite **** expensive I tell ya !

Yes, they are very expensive. ISP and hosting are actually unrelated. ISP stands for Internet Service Provider, or as spfd put it, "they sell internet connections." Most ISPs allow you to host a web page, but those are usually pretty bad.
If you want to host a web page, the best option would be...
Free: www.web1000.com or www.freewebs.com
Paid: any paid hosting company. You probably also want a domain name too. Off of the top of my head, www.register.com. They are a long time trustable company, although probably not the best.

It's kind of hard to answer your question though, because I don't know what kind of website you want to host.
