i have found some guys telling me to do clicks exchange is this safe way to earn?

If you are using Google's AdSense ads it's against the terms of service and they will pull your account for it. It's PROBABLY against the TOS of any reputable ad supplier. Either way it's dishonest and bordering on fraudulent.

If you want to be banned for life from the ad programs, then by all means do it.

Yeah i would avoid these sorts of programs at all costs. There are plenty of ways to earn clean money on the web.
