Warp Effect

Hi Everybody,
Im making a picture with a Halo warthog flying out of the Philly sky and i want it to be coming out of a warp looking thing (use ur imagination

) Im using PSP8 to do it so does anybody know how i could do this effect?

ii think the you can miss around with the polar cordinate to get what you want and if you dont want to use the lens flar just make aline or a texture...
