Viewing at all angles in Blender?

I have been trying to use Blender 3d for some time now and I have learned only a little. I see however there is no way to view in diffrent angles. Or even at a perspective angle. How do I view in diffrent angles and view in perspective? I am not exactly sure if I am asking on the right forum though.
