What software are they using to power that site? Its not hand coded stuff is it?

Anyways...

Is there anyway to handcode just that main page layout? I'd really like to have a page that looks similar to that...

No form on the right though, just my own logo and the Home/About navigation links

Are the pictures arranged on that page within a table? Is that why they are lined up even though they are all different sizes?

Also... how do you make banners/backgrounds that increase in size with the browser? IE. if you expand the page, the banner expands along with it in a static type design and or in the MDPC site, the black sides both expand...

Yes that is hand coded. I have looked at the source and it is all done with a lot of CSS work.

So unless you know how to code HTML, PHP and CSS you wont be able to get anywhere near that kind of look.

Yep hand coded. Every script is hand coded some how. Just a lot of time on your hands. Meet the pros.
