Default Image clearification

ADMINS IF THIS IS THE WRONG FORUM THEN PLEASE MOVE IT.

I have an image of a person face taken slightly distorted what programs out there are able to clear up the image to make it more pleasing?

I had sensational cleaner or w/e but I can't find it!

Any one got any more programs?

image size is like 200X400.

Corel's Paint Shop Pro does nearly everything Photoshop does, but more user friendly and much less expensive.

KK i'll try all of those and see which is better.
Just a qyuestion how do i clearify an image in photoshop.
Like i have the full* version.
