How exactly is a form submitted online?

I'm new in terms of web design, despite having made half hearted attempts at learning for a while...

I copied this code from putfile.com: www.gamerunknown.com/testing.html.

It's the furthest I've gotten to a submit form apart from Email, but that doesn't display the comments, only posts them to email.

Can anyone help me build a comments section for my website =3?

Well, I've been updating irregularly for a while, mostly because of school work and stuff.

I just recently recovered my dreambook account and I love the fact that they show the code used to make the book, but having a human guide you through the process trumps anything else.

So I'd appreciate anyone giving me the code straight up or guiding me through it. =D
