Default How do I resize a GIF so that it still....

How do I resize an animated GIF, so that it is still animated? I have tried to use Tinypic and image shack but all they do is host the gif and if they resize it then they just do a gif without theanimation.

To my knowledge, it is not possible to do without professional software such as Adobe Photoshop/Imageready.
