a background is always locked. Well that always happens to me. but be sure to add a new layer before you start putting things in there. and no more locked layers. To make it short, don't put anything on first layer a.k.a background layer.

gud luck

the number "1" in the square indicates that you have slices being showed. do this to get rid of slice view:

the reason why you cant edit is because you are editting a file which has no support for layers (you are probably editting a JPEG, JPG file). to do what you want you must first duplicate that layer by dragging the layer thumbnail (next to the word background) and drop it onto the "create new layer button" (next to the trash bin icon at bottom). here's how to do it:

Even when you create a new blank document, your first layer (Background) is locked. You will notice a picture of a black lock to the right of the layer. What I do to solve this problem is right from the beginning i create another layer, than simply delete the background layer.
