Default Finding a photo editor

Hi, I have a quite an impossible question to ask. I'm looking for a certain photo editor. I've used this program before from an old friend's computer, she got the software from Wal-Mart. It was about 4 yrs ago. I don't recall the name. The program is viewed in full screen, very easy to use and save a lot of time, I can put as many photos in a new project page by opening and dragging the photo into the project page and move it anywhere I want. The surrounding edge of a photo can be soften up using its special effects bar and can blend easily with another photo. There's also text options. I know there are a lot of photo editors that do this, but those takes a lot of time to just make it work with one photo.
I thought it was called PhotoOne, but it's not the same. I've been searching for days now, no luck. I kept installing and uninstalling, my computer will crash soon if this keeps going. If anyone've seen or heard something even similar to what I described, please tell me. I'm desperate. Thanks.

I'm not a computer genius, photoshop takes too long for me to figure out. It requires a lot of steps to create one simple effect. I want to put a lot of pictures in one. The effects kind of look like this http://www.mardiweb.com/web/photoedge5/photoedge5.htm

I use somethign called Gimp, it might not be what you wnat but its easy to get the hang of using
