Question CSS Hyperlink help

Hi i am trying to add a CSS Hyperlink to my website but dont know how to do it. I am using Frontpage 2003. All i want is to hover the mouse over a hyperlink and the text to change colour. I know how to get to styles menu but dont know how to set it up. Is there any html involved? Can anyone help me?
