Default Can you center an HTML layer?

I have Adobe GoLive CS2, and I'm making my dad a website. I have a few layers. One layer is kindof in the middle of the page (if I type 50% it looks like 20) and there are two other layers inside that. Is there a way I can center all of these layers in the middle of the page? When I type in a percent, it comes out totally wrong! It's been driving me insane, and there is nothing about it in the book I'm reading. Should I use frames?

I don't know anything about GoLive so cant help very much, but NO you shouldn't use frames! If you could post up some code i'll take a peek...
