It's very easy. You just need to know some PHP. Actually, if you know something along the lines of C, it's made very easy.

that is a really good sig y'know i just can't figure out how you've done that you should write a tutorial for how you made it change colours and the date etc

Oh yeah, deviantart has everything.

Actually, you'll notice some of my wallpapers are very similar to the ones there. Most of the reflection and simple shape ideas are just a bunch of copy-cats.

Just go by php.net and look up the Image Referencing section. They'll show you how to dynamically display images through a php file and add text. Very simple actually, but much easier if you know C or something similar. After all, php is a C-based language.
