Apache problems

Alright, I'll jump right in: Apache is set up and port 80 is forwarded to the iBook, but when you try to access a page using the external IP (http://xx.xx.x.x/~User) it redirects to (http://hostname.local/~User/).

Any suggestions?

Sorry for the giant bump, but it would be really nice to sort this out.
