Default WinXp cable connectivity problem

I am unable to connect to anything through my networking card. I have a built in card that has worked fine since day one but about 4 days ago I was unable to connect to the internet. After calling tech support they told me there was a common bug with xp sp2 and there was a patch I could get that should fix it. Tried the patch and nothing. About 4 hours after doing the patch I noticed I was connected to the net, this lasted for about 12 hours and since then I havent been able to get anything.
Basic comp info...
XP SP2 (now sp1 uninstalled sp2 hoping to fix problem.)
Realtek networking card and just purchased a dlink network card
dlink router currently not hooked up
standard cable co modem and dlink modem
Norton systemworks 04
sygate firewall (disabled) windows firewall also disabled.
IE opera and firefox browsers.

I have run full system scans for both virus and ad/spyware, uninstalled the network card and rebooted, switched wires, every possible combo of cycling and plugging in of the modem and computer, even tried a clean install on a partioned part of the drive and was unable to connect. When I command>ipconfig loopback I get no packets lost and an Ip of 169.xxx.xxx.xxx, I have tried to repair the connection and it just hangs on renewing ip and then times out, I have tried ipconfig /release and /renew. I have tried entering a static ip and connect straight to my xbox which I used to be able to do and still nothing.

I am totally lost and so is everyone I ask so please give me something to go on.

That IP address is a dummy so something is really wrong..by dummy I mean it is a APIPA address anything starting with 169.0.0.0 is no good. It means you arent talking to your DHCP server anymore. If your loop back test is good then that means your NIC is good.

You sure your connection provided from your ISP is good? Can you test this on another machine?

The cable tech support said they could talk to the modem and everything looked fine. I dont have another computer I could hook up to the connection to test it.
