Add a subsciption to a dynamic name server service if you don't have a static ip

So I have to pay xtra on current adsl line and obtain a static ip, right?

Port forwarding....Is it like port forwarding in LAN games, or...different. How risky is it?

about port forwarding, if your pc is directly connected to the inet then you wont need to use port forwarding. But if youre behind a router, the outside world will try to contact the router for the server. However, the router doesn't have the server on it. SO you use port forwarding to point the outside world to your comp with the server.

This doesn't create any new security risks compared to your line being directly connected to the inet.

If it is only for small amounts of users and not like a company website then it will be fine, ****, i know people who have in the past had web servers running on dialup (me included).

1) you miss understood what i posted. The risk is the same either way.

2) How well you lockdown/secure your webserver will impact the security of your network. You'll need to read about the security risks of running whatever flavor of webserver you choose.
