Default Verizon Networking/DSL Problems

For the past two months, I have been having problems with Verizon DSL. I live in New York City, not sure if anyone else has the same problem.

I have a Westell Versalink 327W, I have a laptop that runs on Windows Vista Ultimate, and three other computers on Windows XP (I seriously believe that nothing on my computers are affecting my connections). I have installed the filters for my phones and even got new ones for them about a week ago.

So the here is the problem, there are time when my connection is on and off, and there are times where there is static on the line. I understand the static or any noise on the line can disrupt the DSL signal, however I got the noise cleared up about a week ago, and still the on/off DSL connection. However, I am able to keep a good DSL signal if I were to turn my phone on.

Are all phone lines connected to a filter? I had a problem with my DSL, and had all filters on lines with only the phones/modem on them, meaning I had 3 phone jacks empty. I placed filters on all those jacks, and everything cleared up. I have no idea why that is, because the jacks should have only had to be on the used jacks. Could also be a problem with the phone line itself, how old is the building you are in?
