whats the best upload speed to set does the upload speed determine your download rate?

I think the faster you upload the better download speeds you get. But you should test it yourself and see what happens at high or low upload speeds.

No you cant max out your upload and get full download speed. You need to cap it around 15 or so to get the best rates on a 3meg dsl line

wouldn't the upload rate the server you dl from have an effect on what your dl capture speed from it.
