if you get friendly with the tech staff and the IT department, im sure they would let you set up a LAN in the effort of "learning about computer networks", you never know, they might themselves be CS-addicts. But dont try to do it behind their backs,

The networking is setup already. I would say just install the game and then have your friends run the games. Go under The option in which you can find your friends via ip, and have them type in your ip. SHould work fine if all are playing it. ( i dont know if cs has that option, i konw Age of Empires did, ( the last game I played, like 3 years ago. )
