Can you be more descriptive with what you are trying to do?
It sounds like you are wanting to limit bandwidth to certain hosts on the network. You won't be able to do this with most SOHO routers, you will have to use software installed on each PC that will have limited bandwidth.

My guess was to restrict someone that is using P2P software on the network that is affecting the performance of other network apps, like games and such....
