just change the gateway adress. get into the properties of the network conncection, and change the gateway to something like 127.0.0.1, or 10.0.0.1, just so that he wont be able to access the dsl modem.

What is the network env like? Any server or just all PC's on a workgroup? etc etc. What network equipment is involved? Just the ADSL modem, switch, and clients?
Also what OS are they running. Also can you log onto this computer to be able to make changes either in real time or remote?

You can simply remove IE and this would surely keep them off the net CONTROL PANEL>ADD/REMOVE PROGRAMS>ADD/REMOVE WINDOWS COMPONENTS>INTERNET EXPLORER.

Get a linksys or dlink router and put it inline before the switch. Then use the built in fuctions of the router to block the Mac address from that machine. To get the mac address, go to the machine and type IPconfig /all and get write down the physical address.
There should be a block or allow table in the router config so you either add all of the other machines to the allow table, and only allow them through, or you block that workstation.
if this doesn't make sence or not possible, just say so and alternate solutions can be given.
