On Linksys, the default LAN web address is 192.168.1.1. Netgear uses 192.168.0.1. (Belkin, it seems uses 192.168.2.1.)

Make sure that you are trying to connect from the inside LAN ports, and that you didn't accidentally plug your Ethernet cable into the WAN/Internet port. Have the computer you are connecting from set to get it's IP address automatically. (Sometimes rebooting after setting that helps.)

If this router was used or set up by someone else, they may have changed the IP address to any of a number of settings. If this has happened, reset the router to factory defaults by pressing the reset button. (Varies by manufacturer, but you usually have to press it for about 10 seconds or something like that until the router lights flash or some signal such as that.)
