| VOIP in the sense of PC to PC, yes. VOIP in the sense of vontage or one of the other VOIP to phone services, no. If you're using PC to PC voip, such as using teamspeak or ventrilo to talk to a friend or a group of friends, the quality of the audio will need to be set to one of the low bandwidth codecs.

| If you're completly new to this, i'd suggest trying to use voice features on programs such as MSN, Yahoo, or whatever. They're a little less intimidating. And since you're on dialup, I don't think you'd want to host the server files for either teamspeak or ventrilo. It would eat what little bandwidth you have.
