An OEM version of a piece of software is typically the same software just at a lower bulk price. As Ubuntu is already free it isn't possible for them to produce a lower costing version.

but can i download a OEM copy of Ubuntu or do the standard desktop versions be installed on a formatted hdd?

If you are asking if a company ships OEM hard drives with Ubuntu pre-installed then no not yet. (Dell might be soon)

If you are asking if you can install any of the versions you can get here on a hard drive then the answer is yes, you can.

If neither of those answers your question then you might need to explain what OEM means to you.
