Default .rpm

Hi
I was trying to compile some code in linux, and i have been told that the libraries for the code(stdlib.h ... etc etc) are in glibc-devel.
I did a search for it on the net and found it at the following link

http://rpmfind.net/linux/rpm2html/se...ry=glibc-devel

it is however in .rpm format, once i download it, how should i install it,

i am familiar with tar and gz but not with .rpm

i am using rpm's, i used the rpm -i command on the CLI.
i understand that rpm stands for redhat package manager, so is it only used with redhat.

i am using redhat 9.0 at the moment.

also is there any difference between a tar and an rpm, they seem to do the same thing as far as this newbie can understand

most .tar.gz files are like winzip files. rpm's are kinda like the news .msi (microsoft installer) they automaticallly unpackage and install everything for you...

but dont tar's also archive the file structure, unlike the .gz which just zips it, then in that case tar is similar to rpm but different frrom the .gz

the rpm stands for redhat package manager, does that mean it is only used for redhat?

so apt-get will get the dependencies if any from the net itself, right?

this kind of suggest, i quit my redhat installation and go for debian, right?
