Default Redhat 9 Uninstaller?

I'm having a HUGE problem with the Add/Remove applications on RedHat9. For example:

I tried installing WINE through RedHat RPM. I did the first time, but it didn't install properly. It won't run in RunProgram, or anything. I tried reinstalling the RPM, but it says "Wine Already Installed". So I tried uninstalling through Add/Remove Applications. It's not in there!
I'm having a similar problem with Gaim as well.

So - Are there any RedHat uninstall programs out there?

([b]Edit, I've also tried Rpm -e:
[#####@localhost #####]$ rpm -e wine
error: cannot get exclusive lock on /var/lib/rpm/Packages
error: cannot open Packages index using db3 - Operation not permitted (1)
error: cannot open Packages database in /var/lib/rpm)
