if youve got wvdial installed try looking in /usr/share/doc somewhere, usually every piece of software on a linux system has a doc for it in there.If not, find wvdial source on the net and there should be a sample wvdial conf file for you to use but just modify to suit your needs.
if your system database is setup already try "locate wvdial" and see what pops up, should show where its installed and if there's any doc file present for it.I know it comes with a sample.

Oh ya, have you tried netconfig or anything like that, seems like fedora has something of that nature?
