Probably not for a while.
As for apps like netlimiter, I don't know of any that duplicate its features, but you can always use a variety of apps to replace it.

I've always like KDE on Linux & CDE on the Sun boxes, but it really is a personal choice. Either Gnome or KDE will serve you well.
I'm going to date myself, but my first Unix box had NeWS for a GUI. :o
