In the terminal, navigate to where the file is and type "./ati-driver-installer-8.28.8.run"

I haven't used a .run file in ages, but I'm pretty sure thats how you do it.

The General

As root, sh /path/to/ati-driver-installer-8.28.8.run. You may need to kill X first with ctrl+alt+backspace. If you are using Gnome on Debian or Ubuntu do /etc/init.d/gdm stop. KDE would be /etc/init.d/kdm stop.
